NCW made Simple
Network Centric Warfare
A Simple Definition:
Defence people using advances in information science and technology to improve operations.
Starts with people and finishes with operations. While information technology is the most visible advance, there is a range of advances in ‘softer’ information sciences, which allow better connection between people and data. Its about people using information, so its also about better procedures and understanding the knowledge dimensions of NCW.
The are two axes to look at NCW in a simple way.
Firstly we need to focus on a simple definition of functions. Firstly we collect information. We then connect people and systems so that information can be exchanged. People and systems use that information to make a range of decisions, which then result in action, most importantly engagement of an adversary. Finally, these functions and the information associated with them, need to be designed, managed and protected.
The second axis focuses on the elements implicit in the definition of NCW: the physical hardware, the information itself including data and applications and the human dimension (both individual and group perspectives). Finally, we add a ‘cross cutting’ element which considers the integration of these three components and support that’s needed to enable them to operate.
The table below lists some examples.
Function > Element | Collect (Sensors) | Connect (Networks) | Use | Design, |
Physical Hardware | Radars, EO/IR sensors, etc. | Satellite Communications | C2 computers Robotics | Architecture, LANs and WANs |
Information
| Data Wharehouses | IP networking | Decision Support Tools | Operational Architecture |
Human Dimension | Psychology of Detection | Sharing politics, Human networks | Knowledge Management | Doctrine, Personnel Security |
Integration & Support | Inventory Information | Horizontal Integration | Logistics & Supply | Distribution network |
Networks are not just about C4ISR Systems but include the human dimension, in particular organisational structure and processes, training, doctrine and professional mastery.
Effects Based Operations (EBO)
COMPLEX (Force 2020) SIMPLE (Coalition Policy)
Force Projection Mobility
Force Application or Employment Firepower (Engagement)
Battlespace Awareness & C2 Command & Information
Force Protection Protection
Focussed Logistics Support
EBO aims to broaden the options and focus the outcome whether it be Deter, Destroy, Neutralise or Win Over.
